Leonardo Rizzuto – Project Alliance

The bust rocking the Rizzutos allowed the upstart street gangs Arab Power and the Rap Pack Mob, made up mainly of Haitians and East Africans, to move in. Directly connected to Ryan Wedding’s Sinaloa Cartel-backed drug organization, the two street gangs declared war on the embattled Sicilian mobsters. The attacks have carried into 2026 as top mafia brass remain caged. Their blockbuster trial is scheduled to begin in September.

The criminal underworld in Montreal has been particularly unstable. Expanding rapidly for two years, the Arab Power group aims to take control of drug sales in the metropolis.

The gang’s two main leaders were Youness Aithaqi (alias Frérot) and Sylvain Kabbouchi. Kabbouchi was murdered in prison in what has been described as an internal purge.

Aithaqi is the gang’s top man. He controls his soldiers with relative ease from prison. The Arab clan is known to have access to large sums of money from the drug and gun trade.

The HAMC group is led by Jean-Philippe Célestin, a member of the Marauders, a feeder club. The Hells Angels brought him on board in early 2024 for his expertise. Célestin inherited the drug-selling territories of kingpin Gregory Woolley, following his assassination in November 2023. He operates mainly in downtown Montreal. The gang is at war with Arab Power for control of drug trafficking territories. Célestin is on his guard and is said to have a $50,000 contract on his head. In response, the Mafia has allegedly placed an $800k bounty on Aithaqi.

The Rap Pack Mob has made a name for itself with a series of arsons targetting the Rizzutos.

Police were deployed across the cities of Montreal, Laval, Blainville, Shefford, St-Lazare, Repentigny, Quebec City and Rosemère. It all has to do with the contract killer turned rat, Frédérick Silva, who has been collaborating since 2022.
