At the start of the pandemic in early 2020, Alberta Health Services (Tyler Shandro) sourced a $228m no bid contract for personal protective equipment from a company run by Hassan Khalil Sam Mraiche.![]() |
The contact for Mraiche Holding Corporation was from another one of his companies, Carver PA, a corporation that “specializes in providing training to the petrochemical industry.” Supplies came from China and quality was so bad it made widespread news. Healthcare staff complained the new masks had an odd odour, didn’t fit, and the ear loops and nose clips kept snapping off. Faulty masks generated multiple complaints of rash, throat irritation, cough, headaches, and poor fit. Mraiche masks came from Henan Xianghe Medical Materials Co., Ltd. in Zhoukou, China, and Anhui Yimeijian Medical Products Co., Ltd. in Tianchang, China. AHS was paying 85¢ a mask from Mraiche Holding Corp. compared to 50¢ a mask for the high quality 3M N95 masks from Acklands-Grainger.

On December 6, 2022, premier Danielle Smith and then health minister Jason Copping signed a deal with Turkish company Atabay Pharmaceutical for 5 million bottles of children’s acetaminophen and ibuprofen to supply to Alberta pharmacies at a cost of at least $80m. 5 million bottles is about 10 to 14 times the entire national demand for children’s pain and fever medications. Alberta committed to purchase $70m worth of meds at $14 a bottle, twice the retail price. The other $10m evaporated in ‘internal costs’.

Alberta received 1.5m bottles of the 5m paid for. Of that 1.5m, only a total of 4,700 bottles made it to community pharmacies for the public and 9,000 bottles made it into hospitals. The province sat on 1.4m bottles since the spring of 2023 after front-line health staff reported problems, including that the medicine’s thicker consistency risked clogging feeding tubes. Alberta ended up paying to store the rest with no way to recoup any of the money spent. Nobody will buy it. Dosages for children are incorrect. Three years after Alberta’s government paid $70m, the controversial stockpile was given away. It was donated to the charity group Health Partners International of Canada. The sole-sourced contract importer, MHCare Medical, was owned by Sam Mraiche. Sam Mraiche was gifted more than $430m in sole-source contracts.

Ahmad Jebara was hired to a policy advisor role on the same day that the luxury home that Marshall Smith immediately moved into was purchased by Sam Mraiche’s sister. Mahmoud Jebara, was hired on the same day that the Premiers office committed to a trip to a Vancouver skybox with tickets that had been gifted to the premier by Sam Mraiche’s accountant Sam Jaber.


A government employment contract for Mraiche’s son, Khalil, has Smith’s signature on it. Smith hired a total of three of Mraiche’s nephews. Sam Mraiche’s nephews Ahmad Jebara and Mahmoud Jebara pull down between $80,000 – $90,000 per annum, each.

Marshall Smith staffers Ethan Lecavalier-Kidney and Eric Engler lived in the 2,500 square foot, five bedroom, four bathroom home. Fatima Mraiche sold the house in August, 2024 for $1.7m. Smith retired from Alberta public service in October 2024. He was making $219,157 salary plus $61,885 in cash benefits in 2023, according to the public disclosure. His housing allowance was $23,000 per year. His salary was $149k in 2022. “Marshall Smith has worked consistently to serve the best interests of Albertans every day in the premier’s office,” Danielle Smith spewed.

(ASG -ahsinfo@ahs.ca) ASG is physician-owned, with key figures Dr. D’Arcy Durand, Dr. Leslie Scheelar, Dr. Kenneth Hawkins as directors, with Sam Mraiche. AGS provides publicly funded surgeries and has faced scrutiny over Government contracts and its ties to Prairie Surgical Centre and Clearpoint Health Network. Overpriced medical contracts billed taxpayers more than twice as much per procedure than it would cost in a public hospital. Acute Care Alberta extended its contract with Alberta Surgical Group (ASG) 3 weeks ago, awarding a new $34m, one-year contract from Nov. 1, 2025 until Oct. 31, 2026, to provide 4,000 orthopedic surgeries. It is the third contract extension with ASG. Mraiche Holding Corporation and MHCare is a 25% stakeholder in two numbered companies that own the Red Deer and Lethbridge facilities of Alberta Surgical Group and several numbered companies.
Iskiw and Prasad were in conflicts of interest, and this was widely known by many at Alberta Health Services, yet no steps were taken by senior officials under Danielle Smith.

Mraiche sought an emergency hearing and injunction because he contended, in an affidavit, that Pike had engaged in a defamatory and harassing campaign that caused him to fear for the safety of himself and his family. Blayne Iskiw filed an affidavit in support of the injunction through lawyer Greg Bentz. The transcript shows Pike’s lawyers learned about the injunction application at 9 p.m. on Feb. 13 and they worked through the night to prepare for the hearing the next day. The transcript suggests that Court of King’s Bench Justice Doreen Sulyma may not have had time to review the submissions at all. A judge terminated the controversial interim injunction weeks later. Granting an interim injunction constitutes serious interference in free speech under the Canadian Charter of Rights and Freedoms.

In a wrongful dismissal lawsuit against AHS and Health Minister Adriana LaGrange, ousted AHS CEO Athana Mentzelopoulos alleged that she was politically pressured to sign contracts with criminals. On February 12, 2025 Mentzelopoulos filed a lawsuit against the province over the termination of her contract on Jan. 8.

A numbered company led by MHCare founder Sam Mraiche netted a $300k profit after it sold a west Edmonton parcel of land to the provincial government 3 months after buying it.
The 26,000-square-foot commercial property at 14425 124 Ave was purchased for $1.7m from J.K. May Investments on June 4, 2024 by Mraiche’s numbered company. 2262576 Alberta Ltd. is listed as a voting shareholder in four corporations created by the founders of the Alberta Surgical Group. It flipped the property to the provincial government for $2m on August 29.
Infrastructure Minister Pete Guthrie resigned from cabinet in February 2025, citing concerns over government procurement practices and calling out his former colleagues in the process. Guthrie, the MLA for Airdrie-Cochrane since being elected in 2019, sits as a private member.

He is extremely close to Marshall Smith, Danielle Smith’s former Chief of Staff.

Another fraud real estate deal of Sam Mraiche has been identified.

In June 2023, senior officials from Alberta’s Mental Health and Addiction Ministry and ROSC Solutions Group (info@roscsolutionsgroup.ca) toured a building at 10723 111 Ave NW near the Royal Alexandra Hospital in downtown Edmonton.
The goal was use of the building as a provincially funded addiction recovery centre for the Métis Nation of Alberta. Four months later, on October 23, 2023, 2262576 Alberta Ltd., a numbered company belonging to Sam Mraiche bought the building for $3.85m.

Métis Nation is now paying Mraiche $480k a year for 4.5 years to lease the building. Key Mraiche functionaries are Aaron Barner abarner@metis.org, senior executive officer, and Andrea Sandmaier asandmaier@metis.org, president of the Métis Nation of Alberta.

Court filings contain details about Elections Alberta’s investigation into a Sam Hassan Mraiche ‘straw donor’ scheme. The authority launched the probe in April, 2024, after it received an anonymous tip. Elections Alberta contribution records found that 59 individuals with names matching those on the list made donations in 2023. Each of them donated the maximum of $4,300, totalling $253,700. The UCP received $103,200, and the NDP received $150,500. Six listed – Ali Haymour, Houssam Ismail, Kamal Mansour, Khawla Al-Tamimi, Majida Kiki and Salim Kherbatly – were found in contempt by an Alberta court on July 22, 2025 after they refused to be interviewed. Elections Alberta investigators began reaching out to Mraiche in January, 2025. Lawyers for Mraiche blew them off for months. The authority asked the court to find Mraiche in contempt in July. Bryan Ward – Sam Mraiche liartard
Most shameless and crooked (and under qualified) of all Sam Mraiche liartards is Sherwood Park lawyer Bryan Ward. bryan@park-law.ca

Bryan Ward bragged online about starting a law firm with his buddy Craig Floden in 2018. The name of the firm was initially named Floden-Ward LLP but now it is stripped of Ward’s namesake and remains just Floden & Company. Ward’s photo is no longer on their website.

It appears Ward was shown the door and started the Walmart style Park Law LLP.

He has little qualification, only holding a JD. He touts himself … “The firm is led by senior legal counsel Bryan Ward, who is noted for his communication and interpersonal skills. Park Law’s office is situated at 150 Chippewa Rd #108, Sherwood Park, AB T8A 6A2. Clients can reach the firm by phone at +1 780-455-7789 or via email at info@park-law.ca.” He is a ‘go to’ Hassan Khalil Sam Mraiche functionary and was the paymaster for Mraiche’s podcasters. Its said the two started their relationship as drinking buddies.


When lawyers descended on David ‘Princess’ Wallace’s Quebec home in mid-December armed with the court order, he was quick to finger Ward. He phoned Ward in a panic during the raid. Ward later spoke with the supervising lawyers and confirmed to them that he advised Wallace to comply with the court order. David Wallace said that he was “retained by Bryan Ward at Park Law in Alberta to do unspecified work for him,” states a report prepared by the Ottawa law firm that supervised the search. “At times, Mr. Ward indicated that his firm had retained Wallace and Di Fiore on behalf of a ‘third party’ client,” the report says.

Around the same time, two lawyers, a bailiff and two OPP executed the order at James Di Fiore’s home in Ontario.
The insane Di Fiore also quickly fingered Bryan Ward. He told the search party that Ward was one of his lawyers. Di Fiore objected to the search, arguing that it constituted a violation of freedom of the press, and that one of his phones and a laptop shouldn’t be searched because “those devices were provided to him by CSIS”. Eventually Di Fiore handed over his devices, which were returned the next day after their contents had been copied.

Ward acted as Mraiche’s counsel in a civil lawsuit, as well as in a dispute Mraiche has with Elections Alberta. Hassin Khalil Sam Mraiche – roots

Hassin Khalil Sam Mraiche was born in Edmonton in 1979 to immigrant parents. The earliest public records concerning Mraiche date back to 1998. Six days after his 19th birthday, he was busted for credit card fraud. When he was 21, he went bankrupt. He racked up more than $100k in debt with multiple banks and credit cards. Mraiche found work in the booming oil and gas sector in the 2000s and his luck improved with oil field inventory management company Carver PA Corp.

Former Alberta NDP premier Rachel Notley quietly deleted a post praising Mraiche in March 2025. “I know Sam personally. He has a huge heart. This is an Awesome initiative,” Notley said in 2020. At the time of her post Mraiche owned 4 companies, Carver PA Corporation and Krude Productions Inc., in the oil and gas industry, Mraiche Holding Corporation, and MYE Canada Inc., a bottled water company.
In the 2020s, Mraiche started a new business where his knowledge of dirt cheap, low quality Chinese products would prove invaluable. Alberta health care. Edmonton surgeon Dr. Jayan Nagendran was a co-director with Sam Mraiche of a numbered company established on March 9, 2021, and dissolved on March 12, 2024. Former Alberta Justice Minister Kaycee Madu posted a photo on his Facebook page of himself with Mraiche and Dr. Nagendran.

Alberta’s law society reprimanded former provincial justice minister Kaycee Madu in 2025. He was ordered to pay nearly $39k in costs. Madu was found guilty last year of conduct worthy of sanction over a phone call he made to Edmonton’s police chief after receiving a traffic ticket in 2021.


Justice Minister ‘Mickey’ Amery (Qassim Mohammed Makki Amery) is married to lawyer Fariha Amery. Sam Mraiche is Fariha Amery’s cousin. Mickey Amery’s family and Sam Mraiche’s family both come from a small town in Lebanon. Joub Jannine is about 70km outside Beirut.
It’s not just a relationship through marriage. They are very close personal friends. Both Amery and Mraiche claim they have no business or professional contacts. Mraiche had two sisters living in Lebanon in 2020.

The Panama connection – Hassan Khalil Sam Mraiche

Hassan Khalil Sam Mraiche set up a Panamanian company in 2014. Names apparently associated as directors are Jesus Enrique Mendoza Guerra and Joseph Salame. In January 2025, Alberta Premier Danielle Smith took a two-week vacation to her Panama property, which was seen as poorly timed. Her trip included meetings with Donald Trump at Mar-a-Lago, which wasn’t initially disclosed.

Danielle Smith and husband David Moretta purchased a vacation villa in Panama in 2023. Panama was again the destination of Smith in February, 2025. It was the second trip that month. Smith has taken yet another vacation and is in Panama today. She left Canada January 7, 2026 and isn’t expected to return until January 19th. WHERE precisely Alberta Premier Danielle Smith’s villa is located is a mystery.

Athana Mentzelopoulos – Hansard the cat
Speaking publicly about the harassment campaign of David Wallace for the first time, former AHS chief Athana Mentzelopoulos said Wallace has repeatedly attacked her reputation, called her “disgusting names” and said people “were coming to my house.” Mentzelopoulos told The Globe and Mail she was disturbed that the Premier had previously used a talking point featured on Wallace’s podcast. Wallace has referred to Mentzelopoulos as a “criminal” and called her “bloody-hands Mentzelopoulos.”

Peter Guthrie, who defected from Dani Smith’s cabinet has also been attacked. In November, he raised a point of order that during Question Period Smith had responded to one of his queries by repeating an insult used against him by Wallace.

Smith told Mentzelopoulos that he “would be taken care of for the rest of his life”, somehow in relation to “Sam”. Mentzelopoulos understood that “Sam” was Mr. Sam Mraiche …

In Athana Mentzelopoulos’ final weeks as Alberta Health Services CEO, her VP and CFO wrote to MHCare Medical to request a full accounting of work and spending on its very troubled, very expensive acetaminophen deal. Use of the medication was halted in hospitals due to safety concerns whilst the Sam Mraiche fraudjob had cost taxpayers more than $70m.

“When the Supply Agreement was executed on July 24, 2023, MHCare was then holding approximately $21.2M in prepaid amounts that AHS had issued in connection with the PO. After executing the Supply Agreement, AHS issued another prepayment to MHCare in the amount of $28M.
“The Supply Agreement required MHCare to promptly initiate the Health Canada importation approval process for Acetaminophen IV 10 mg/ml upon AHS’ release of the $28M prepayment. The Supply Agreement also required MHCare to keep AHS regularly informed as to the status of the Health Canada importation approval process, and the expected first shipment date of Acetaminophen IV 10 mg/ml.
“MHCare has provided AHS with limited written documentation regarding the status of Health Canada’s importation approval process, and no information that we can find on file with respect to MHCare’s handling and use of the prepaid amounts.”

The letter said that AHS expected an answer by Jan. 8, 2025. On that date, Mentzelopoulos was fired by Alberta’s Health Minister Adriana LaGrange.

Mentzelopoulos alleged that high-ranking staff in the health ministry, as well as Smith’s former chief of staff Marshall Smith, pressured her to fire AHS employees. Topping the list was political podcaster and Calgary paramedic Nate Pike. Smith contacted Mentzelopoulos to register his concerns that Pike might be publishing “false and defamatory content” during working hours.

MHCare sued Nate Pike for $6m on December 19, 2024 for defamation. On May 6, 2025, Marshall Smith filed a $12m defamation claim against Mentzelopoulos, the Globe and Mail, reporter Carrie Tait and an unnamed man thought to be a former board member for the health authority. Smith said he has lost income, suffered emotional distress, stress, depression, anxiety, embarrassment, loss of reputation, and humiliation.

On December 4, 2025 it was announced he had taken a leave of absence and wouldn’t be returning. Erin O’Neill is now the chair and CEO of AHS. Its said Tremblay was removed, like Marshall Smith, as hounds were closing in on his misconduct.

Edmonstone alleges he was singled out in a campaign of harassment and intimidation because he pushed back against Premier Danielle Smith’s government and its decision to fire Athana Mentzelopoulos. He details how someone surveilled him and took surreptitious photos they threatened to distribute to his partner, as well as multiple attacks he faced online from David Wallace. Edmonstone alleges that the podcasters’ commentary is designed to undermine him as a potential witness.
Mentzelopoulos was replaced by Andre Tremblay. Mentzelopoulos alleged Tremblay had played a role in her dismissal, had put pressure on her to terminate critics of the government, and had cancelled a scheduled meeting with the province’s Auditor-General. Edmonstone’s affidavit reveals that the board took steps to limit Tremblay’s executive powers because he was in a serious conflict of interest. On January 31, 2025 Smith’s government dismissed the entire board and replaced it with Tremblay. Tremblay was removed December 3, 2025.

Edmonstone said he started being targeted days after media reported in June 2025 that Mentzelopoulos intended to ask former AHS directors to testify in her lawsuit.
Tyler Shandro received three photos showing Edmonstone having lunch with a woman in a restaurant. A text message accompanying the photos claimed that Edmonstone was unfaithful to his partner and threatened to expose him. A month later, Edmonstone read an article about a covert surveillance operation that targeted Globe and Mail journalist Carrie Tait. An anonymous X account, @thebrokedownab, had posted photos taken surreptitiously of Ms. Tait. By August, the affidavit stated, David Wallace repeatedly claimed that Edmonstone had an adulterous affair, and said he would dig further into the former board director’s life. “I can get a lot stiffer, Edmonstone, and I will. I will. Very soon,” Wallace said.

Justice Lema ordered Wallace and DiFiore to appear before him for potential contempt of court. The pair were also ordered to refrain from making comments “that are harassing, defamatory, or intended to intimidate.” On December 29, in clear violation of the order, Wallace posted a video where he said Edmonstone’s affidavit “contains an embarrassment of riches … He invited me right in the door. You invited the devil right into your home.” The video (below) was removed days later.
James DiFiore and David Wallace have court today (Jan 6) at 1:30PM or 2:00PM MST in Edmonton Court of King’s Bench. Media will be present. The two reprobates may or may not be there. Their Hassan Khalil Sam Mraiche paid for lawyer Craig O. Alcock surely will be. We expect news on what transpired.

Alberta Surgical Group – ASG – Sam Mraiche

Acute Care Alberta announced December 7, 2025 it had extended its contract for another year with Alberta Surgical Group. (ASG) Key owners/stakeholders include D’Arcy Durand, Leslie Scheelar, Kenneth Hawkins (khawkins@ualberta.ca), and Sam Mraiche. A new $34m one-year contract runs from Nov. 1, 2025 until Oct. 31, 2026 to provide about 4,000 orthopedic surgeries. Part of Athana Mentzelopoulos claim says she was concerned that some chartered surgical facilities (CSFs) were charging much more per procedure than others. In some cases the proceedures cost twice as much as those performed in a hospital.

A government-ordered report authored by retired Manitoba judge Raymond Wyant found real or perceived conflicts of interest in how AHS awarded contracts for CSFs. Wyant’s report, released in October, says Alberta Health and AHS didn’t follow established policies when awarding the orthopedic surgery contract to ASG. The business had initially been unsuccessful in its bid, but was later offered a temporary contract without AHS requesting new proposals.

AHS issued a Request for Proposal (RFP) on September 7, 2022 for the development of CSFs in Red Deer and Lethbridge. Mraiche registered new legal corporations in October 2023, known as Prairie Surgical Center. Mraiche has a 25% share of the operational entities. Prairie Surgical Center owns the Red Deer and Lethbridge CSFs.

On December 3, Matt Jones minister of hospital and surgical health services announced that the procurement for chartered surgical facilities in Lethbridge and Red Deer had been cancelled.


Former AHS employee Blayne Iskiw holds a 12% stake in the entities associated with Prairie Surgical Center. He was later hired by Alberta Surgical Group (ASG). Jitendra Prasad assumed a key role in negotiating the contracts.

The ASG contract extension raises questions about why Acute Care Alberta would continue to contract with the company while other probes are still ongoing. ASG’s lawyer, Rose Carter, said the health system’s rules prevent the company from publicly commenting on the contract. None of the five owners involved with Prairie Surgical Centre, including Sam Mraiche, have anything to say.

Meanwhile the CEO of one of the UCP’s tangle of new medical bureaucracies said in a press release Monday that there will be “a province-wide response …” to the current crisis in Alberta heath care. The press release appeared in response to a statement by Alberta Medical Association President Brian Wirzba that blasted failing Alberta’s Emergency Rooms. Wirzba said Alberta hospitals have run at 110% capacity for more than a year.

While paid clients of Doug Horner have no problems extracting money from another Horner, Primary and Preventative Health Services Minister Adriana LaGrange keeps spewing the same excuses why Albertans have no health care to speak of. 242 physicians signed onto the @edmontonjournal op‑ed: ‘Alberta’s overcrowded ERs need system‑wide fixes’.
