AHS Scam – P3 Capital Partners – Horners

Key player in the AHS scam is Doug Horner. He’s the Former Minister of Finance of Alberta who runs P3 Capital Partners Incorporated. Doug Horner is the father of Alberta’s current minister of finance, Nate Horner.

After being incorporated by Sam Mraiche’s accountant Sam Jaber in February 2020, Alberta Surgical Group Ltd. (ASG) lobbied the Alberta government using P3 Capital Partners Incorporated. P3 solicited Alberta Infrastructure, Alberta Health Services, and the Alberta Health Treasury Board Finance. Its unclear if P3 Capital Partners Incorporated was registered to lobby then.

Key man at P3 Capital Partners is career politician Doug Horner.


Doug Horner was a four term MLA. He held several cabinet posts including Minister of Finance, President of Treasury Board, Minister of Agriculture, Minister of Advanced Education, and Minister of Innovation and Science in four provincial governments under five Premiers. He also served as Deputy Premier under two Premiers. Horner, then 54, left politics in 2015.

The heavily connected hired gun paid dividends. The Hassan Khalil Sam Mraiche controlled ASG opened its facility in November, 2022.

Son Nate Horner currently serves as the President of Treasury Board and Minister of Finance.

Sworn into his current role on June 9, 2023, Nate Horner is responsible for Alberta’s economic analysis, budget planning, and financial management. In late 2025, he reported a shift from a surplus to a projected $6.5 billion deficit for the 2025–2026 fiscal year. This was caused by dropping oil prices and rising spending. His educational background suggests he is very far from qualified for the job. He holds an Agriculture Business diploma from Olds College and a Bachelor of Science in Agriculture from the University of Lethbridge.

Meanwhile the CEO of one of the UCP’s tangle of new medical bureaucracies said in a press release Monday that there will be “a province-wide response …” to the current crisis in Alberta heath care. The press release appeared in response to a statement by Alberta Medical Association President Brian Wirzba that blasted failing Alberta’s Emergency Rooms. Wirzba said Alberta hospitals have run at 110% capacity for more than a year.

While paid clients of Doug Horner have no problems extracting money from his son, Primary and Preventative Health Services Minister Adriana LaGrange keeps spewing the same excuses why Albertans have no health care to speak of. 242 physicians signed onto the @edmontonjournal op‑ed: ‘Alberta’s overcrowded ERs need system‑wide fixes’.

One wonders if the Sam Mraiche connected doctors D’Arcy Durand, Leslie Scheelar, and Kenneth Hawkins signed on. One supposes they have no problems with AHS funding.
