The Little Pine First Nation is a Plains Cree First Nations band, located along the shores of the Battle River. Little Pine First Nation is located 53km northwest of Battleford, Saskatchewan. Total population in 2024 was 2,293 with 1,104 on reserve and 1,189 living off reserve. Reserve lands exceed 60,000 acres.

Serinda Baptiste is Wayne (Semaganis) Baptiste’s second cousin. She’s known as ‘The Queen’ and surely not in a good way. In 2019 she pulled down $53,361 salary, $43,532 ‘travel’, and $6,024 in ‘trust travel’.

Battlefords Agency Tribal Chiefs Inc. (BATC) is a tribal council that was formed in the spring of 2007. Neil Sasakamoose is the CEO. Virtually all funding comes from Federal or Provincial coffers. Battleford’s Tribal Council (BTC) and BATC are two separate organizations. Break away organization (BATC) used to be part of BTC. The split was due to the financial control of puppet master white man Randy Wallace and his partner in crime Wayne Semaganis. BTC comprises Little Pine First Nation, Lucky Man Cree Nation, Mosquito, Grizzly Bear’s Head, Lean Man First Nation, and Poundmaker Cree Nation.

Wayne Semaganis is a BTC Executive Director. He makes his rounds to program meetings 5 days a week, collecting a $500 honorarium for each, plus his $200k salary.

Its said 3 band elections at Little Pine have been rigged. Functionary Gordon Alger rigged the 2013 elections to show Wayne Semaganis and Carl Kennedy with a landslide victory. People couldn’t and didn’t believe it. In 2017 it was the same result. Gordon Alger demanded the results be accepted and the election was over. He ordered everybody out the door. The last election in 2021 was exactly the same, with Gordon Alger again as Elections Officer, it was another landslide win for Carl Kennedy and his slate.

Loretta Pete Lambert’s entire career is about manipulating native elections to favour thieves. Its said she is being paid $30k to undo the fair election at Pelican Lake Nation.
The Pelican Lake First Nation is under attack from professional election disruptor Loretta Pete Lambert. This is a textbook example of how a traitor divides and then conquers for the sole benefit of the thieves paying her. Amazingly, she is using the people’s own band funds to do it. Its said she is being paid $30,000.

Pelican Lake First Nation is located on Chitek Lake, Saskatchewan, 274 km northwest of Saskatoon. Total population in 2024 was 1,742 with 1,307 living on reserve. Duly elected Chief is Thomas Romeo. He received 474 votes, Peter Bill received 333 votes. Councillors are Twyla Thomas, Harriet Thomas, Greg Bill, Jimmy Bill, Lee Bill and Donny Rabbitskin. All terms end 03/02/2028. In July Chief Romeo Thomas issued formal letters to the band manager and three council members, ending their access to band operations due to serious issues including failure to provide compliance reports since 2019, insubordination, and corruption such as issuing $18,000+ in band money days before elections.

Chief Romeo won the election over the dirty Peter Bill, and then he zapped the other Bills (councillors) from continuing ripping the band off. The Bills then enlisted Loretta Pete Lambert. |

Former Pelican Lake First Nation Chief Peter Bill was removed after a grass roots effort by members of the band. It was said he is wholley corrupt.

$1.72 billion in agricultural benefit claims settlements ‘Cows and Ploughs Treaty’ were announced by Gary Anandasangaree, Minister of Crown-Indigenous Relations and Northern Affairs and Minister responsible for the Canadian Northern Economic Development Agency, February 21 2025. The following First Nation Communities are involved: Ahtahkakoop Cree Nation; James Smith Cree Nation #370; Little Black Bear First Nation; Ministikwan Lake Cree Nation; Moosomin First Nation; Mosquito, Grizzly Bear’s Head, Lean Man First Nation; Pasqua First Nation; Piapot First Nation; Pelican Lake First Nation; Poundmaker Cree Nation; Saulteaux First Nation; Sweetgrass First Nation; Waterhen Lake First Nation and Witchekan Lake First Nation.
These claims address failed Treaty promises by Canada to provide promised ploughs, seeds for important crops, livestock such as cows and bulls, and other farming necessities. These agricultural benefits were meant to facilitate First Nation economic development. Once fully settled, $1.72B will be provided in combined compensation to the First Nations.

Business manager at Little Pine is Marvina Pete, ‘The Rigger’. The former business manager at Poundmaker could NOT pass accounting courses so she eventually gave up trying. She signs off on financials. The rigger hides and obscures financial information and she is the reason why an audit of Little Pine is impossible. She keeps it that way. Business Enterprises
1) Treaty Land Entitlement: Settlement dates back to the late 80’s. Millions were awarded for Economic Development and to purchase additional lands. Some lands were leased to local farmers but members of Little Pine have not seen any part of it. There is no evidence of any payment and no paper trail.
2) Lloydminster Gold Horse Casino: Wayne Semaganis opened Gold Horse Casino on December 20, 2018. He promised band members better housing, jobs, profits, and economic stability. None appeared. Little Pine Economic Development Group was formed and the band was to be a shareholder. Interest was transferred to Wayne Semaganis and Randy Wallace as sole owners. Carl Kennedy was involved in this agreement. Randy Wallace collects 2% of all ATM transactions at Gold Horse Casino.

3) Blue Hill Gas: Nobody except insiders knows about Blue Hill Gas. Set up under the pretense of cleaning up gas wells, nothing has accrued to band members. Wayne Semaganais, Randy Wallace, Carl Kennedy, Roland Pete, Lisa Sapp, Matthew Frank, Russell Kennedy and Donnie Ironchild are the only ones who know anything about the business, set up under Little Pine governance. Carl Kennedy and Roland Pete are the sole signing authority.
4) Outfitting on TLE Lands: Carl Kennedy runs an Outfitting business along with his cadre. No other band members may guide hunters. There is no indication the Little Pine Band has ever collected anything from outfitting on TLE lands.
5) Gravel Sales: Carl Kennedy is the only one who has authority to sell gravel from band lands. Kennedy has sold mountains of gravel to the Baldwinton Hutterites who haul at night to avoid notice. Business has been ongoing for at least 15 years. Carl Kennedy is a former employee of the Hutterite Colony. No money has ever flowed to band accounts.

6) Little Pine Store: Not all of the revenues raised through store sales reach band accounts. Store workers complain that Carl Kennedy walks in and empties the cash register at his discretion.
7) Indian and Northern Affairs Canada (INAC): About (1990’s estimate) $5-7 million is allocated to run Little Pine Government. Nothing has been received since 2018, the last time the band had a qualified accountant and an audit. As a result of zero transparancy of financial affairs since then, no funds flow to Little Pine First Nation from the feds.
8) Federal Government Settlements: The band has had multiple federal settlements since 2018, amounting to hundreds of millions. A pittance has flowed to Little Pine band members. There has been no new housing built since Wayne Semaganis, Blair Sapp and Carl Kennedy have been in power. There has been no economic development and infrastructure like roads is decaying. In 1992, 25 First Nations in Saskatchewan settled their outstanding TLE (Treaty Land Entitlements). Provincial and federal governments provided the signatory First Nations with $440 million over 12 years to buy land, mineral rights and improvements. Canada provided 70% of the overall costs, while Saskatchewan covered 30%. The band has had 2 land settlements. One was for $138 million and second for $180 million. Virtually nothing has flowed to band membership. When questioned the band council has the same answer … the funds are held in trust. Without an audit, there may be no money at all. In 2023 $1.7m was paid to Little Pine, there is no evidence where it went.
On June 21, 2009 the band office was completely destroyed by a fire. The first nation had obtained copies of important documents such as bank statements in preparation for an audit. All was destroyed. For the past 9 years there has been no audit of the band’s accounts. The last available financial statements are from 2017. Here. In 2017 then chief Wayne Semaganis made $61,551 with $59,622 in ‘travel’. Carl Kennedy pulled down $55,139 with $47,902 travel and Russell Kennedy made $53,392 with $40,852 travel.
Wayne Semaganis is intimately tied to Carl Kennedy and is a key beneficiary. In 2024 the former Chief of Little Pine First Nation ran for mayor of North Battleford. Wayne (Semaganis) Baptiste finished last, a distant 3rd with 343 votes.

The master puppeteer is Randy Wallace. Now in his 80’s, his hand guides the Little Pine steal and others including on the Poundmaker reserve.

Members of the Carl Kennedy cabal own multiple homes, multiple new vehicles, land and business interests both on and off reserve. Little Pine First Nations members live in dilapitated homes that are decades old. There has been no construction or development for over 20 years. There is no sign of the hundreds of millions that has passed through the hands of Little Pine First Nation council.

Elections are coming up in November 2025 and both Wayne Semaganis and Carl Kennedy are on the ballot. They all expect another overwhelming landslide win. Gordon Alger will likely be ‘Elections Officer’ again with Cree traitor Loretta Pete Lambert assisting.
