The rezoning of 54 acres of property from private recreation to commercial at Kelowna Springs Golf Course will go ahead. City council Monday afternoon voted 5-3 in favour of the rezoning application at 480 Penno Road put forward by Denciti Developments. The decision paves the way for commercial development.<\/p>\n

Predictably, conflicted Councillors Luke Stack, Rick Webber, Mohini Singh and Loyal Wooldridge along with Mayor Tom Dyas voted in favour of the rezoning while councillors Ron Cannan, Charlie Hodge and Gord Lovegrove voted against.<\/p>\n\n\n

Luke Stack, who led the charge to return the 104 acre property’s land-use designation to private recreation four years ago turned traitor, along with Rick Webber. These 2 men, like Tom Dyas and Mohini Singh, are owned by Khalistani interests. Raving gay Loyal Wooldridge and his master Dyas always did. (with deputy mayor Mohini Singh) The multi-million dollar steal\/property swap from citizens of Kelowna needs to be investigated criminally. It reeks to high heaven and is 100% all about the Sandher Crime Family.<\/p>\n

That decision was announced by Dyas before what turned into a 7 hour public hearing on the fate of Denciti’s rezoning application. Council was asked to hold off on a vote until after their next October election, or wait for floodplain environmental studies to be complete and for a valuation for the commercial land being given away.<\/p>\n

City staff is telling reporters that its a done deal and “is expected to be finalized on March 30.” The Kelowna Springs\/Denciti steal is the brainchild of Kelowna Mayor Tom Dyas. In 2022 Dyas made an election promise to save the Kelowna Springs golf course, a hugely controversial pet project of his good friend, corrupt Sikh Colin Basran. Capitalists seek a zoning category change to I-2 ‘General Industrial’.<\/p>\n

The City’s own material points out the development is being built over a flood plain. The Flood Hazard Assessment concluded:<\/p>\n

The proposed modification of the floodplain storage volume at the Property does have the potential to impact Mill Creek design flood water levels,<\/u> the extent of which should be assessed as required by the Bylaw. The combined presence of Simpson\u2019s Pond, in addition to the Property\u2019s flood plain, is estimated by AECOM (2022) to reduce the peak downstream discharge rate of Mill Creek by 1.5 m\u00b3\/s (or approximately 6.5 % of the design flood flow). The combined floodplain storage of Simpson\u2019s Pond and the Property occupy approximately 185,000 m\u00b2 at the design flood water surface elevation, of which approximately 46% is within the Property.<\/p>\n\n\n\n
\"\"<\/td>\nConsidering that the proposed development would reduce the combined floodplain storage surface area by approximately 27%, the resulting change to the peak flow in Mill Creek would be significantly less than 1.5 m\u00b3\/s and represents a minor impact to flow (less than a few percent).<\/span>\u00a0<\/span>The potential for an increase in flow of less than 1.5 m\u00b3\/s to create the required 3 m raise in the Mill Creek hydraulic grade line is considered near impossible to be achieved without significantly modifying the geometry of the main conveyance geometry of Mill Creek, which is not proposed.<\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

Water flow loss is 6.5% and storage loss is over 27%. According to this material, the property occupies 85,000 square meter (21 acres) of the design flood water. The report fails to estimate cubic metre of water that 85,000 square area stores. If the average height stored is 1.5m, water volume stored is 127,500 cubic metres.<\/p>\n

NO rationale for the outrageous steal\/land swap is being offered by well compensated bureaucrats. How one justifies Kelowna taxpayers swapping useless land for industrial meant for their bus depot for 1\/20th of its value isn’t touched. A few things leap out. First is the stroke of genius that was Denciti buying the ACL land at 3030 Old Veron Road. That is envisioned as the location of the main access road to the project.<\/p>\n\n\n\n

The purchase\/attempted purchase of property close to that access road by the Sandhers and others for years is also shown to be a wise investment.<\/p>\n\n\n\n
