Poundmaker Chief Duane Antoine

Poundmaker First Nation has all but shuttered itself after the announcement of an Indigenous Services Canada forensic audit in August 2025. The band website is non-functional and the FaceBook page refers to the band office being closed. Poundmaker is intimately linked to Little Pine First Nation. The common insiders virtually ran away from the November Little Pine election.

Battlefords Tribal Council (BTC) operates through Northwest Professional Services Corp. 1201 102nd St. North Battleford, SK. S9A 1G2. (306) 445 – 1383. BTC and Battlefords Agency Tribal Chiefs (BATC) are two separate organizations. Break away organization BATC used to be part of BTC. The split was due to the financial control of puppet master white man Randy Wallace and his partner in crime Wayne Semaganis. BTC comprised Little Pine First Nation, Lucky Man Cree Nation, Mosquito, Grizzly Bear’s Head, Lean Man First Nation, and Poundmaker Cree Nation. MGBHLM split and is now one of the seven First Nations under BATC.
BTC unveiled a $230m development plan December 10 that includes a new casino. Mouthpiece is the dirty as hell Wayne Semaganis of Little Pine infamey.

The project, called Gold Eagle Landing, is touted as one of the largest Indigenous-led developments in Saskatchewan. A new Gold Eagle Casino, hotel and spa would anchor the complex. BTC is proposing to build the new arena on city-owned land. BTC says it will donate land valued at about $5m and contribute $15m to match the city’s expected investment. BTC adviser white man puppet master Randy Wallace said the casino and arena plan is designed to be financially linked. Where precisely the additional $200m is coming from isn’t spelled out. BTC’s announcement comes amid a public dispute with Mosquito Grizzly Bear’s Head Lean Man First Nation (MGBHLM) over who holds authority for future casino development in the Battlefords.

MGBHLM Chief Tanya Stone rejected BTC’s claims, saying her First Nation is the lawful landholder and decision-maker for all development on its reserve. “BTC does not hold a headlease for the Gold Eagle Casino and therefore has no authority, jurisdiction, or decision-making role on Mosquito Grizzly Bear’s Head Lean Man First Nation lands,” she said.

“All decisions related to land use, development, and governance rest solely with MGBHLM First Nation.”


The storm clouds finally approaching for convicted thief Poundmaker Chief Duane Antoine are towering and massive. His latest thievery is very likely in the millions if not tens of millions. A press release that was widely distributed in 2023 called for Chief Duane Antoine of Poundmaker Cree Nation to resign citing $10.7 million in debt and serious financial mismanagement of band funds.

Poundmaker Chief Duane Antoine has been looting the funds of his people for many, many years. Cops are involved, and for proof of that the band of thieves says so themselves.


Teddy Antoine was a former chief of the Poundmaker First Nation. He is the brother of current Poundmaker Chief Duane Antoine. His claim to fame besides being a convicted thief of band funds with his brother is as an ‘Indigenous and Metis housing consultant’ with BestBuy Homes. He also pulls down $7k per month as chair of the Battlefords Tribal Chiefs (BTC) economic development.

Adding great insult to injury, a 2016 Federal Court class action lawsuit of Chief Duane Antoine sued the federal government for $3 billion over alleged mismanagement of First Nation’s oil and gas rights. That lawsuit seems to have disappeared after rumours Antoine was paid to settle by the IOCG. Its said the lawsuit was settled in 2022.

May 26, 2016 – Elected to the council of the Poundmaker Cree Nation, not in order, are incumbent Chief Duane Antoine and councillors Brandon Favel, Milton Tootoosis, Isabel Weenie and incumbent Darwin Kasokeo. Chief Duane Antoine 257 votes, defeating Colby Tootoosis with 178 votes and Deanne Kasokeo with 95 votes. Elected councillors Brandon Favel with 258 votes, Milton Tootoosis with 189, Isabel Weenie with 148, and Darwin Kasokeo, with 142.

    Same pattern CARL KENNEDY from Little Pine uses. Same bully tactics, same mentality as Duane Antoine, a Master Thief.

    FACT!

    CARK KENNEDY controls every penny coming and going out of Little Pine.

    1. CHUCKWAGON SHOW: every penny goes to him, all cash
    2. Gravel Sales: gets paid thousands in cash from the local Hutterites, no one else has access to our gravel pit but him, he’s the only one with a key.
    3. Band owned store: He controls every portion of this poorly run business. Clears the till anytime he needs money.
    4.Outfitting: Monopolizes how outfitting will benefit his outfitting business. He charges half of what other outfitters make. Cash only.
    5. Horses/Cows: All of a sudden CARL KENNEDY owns numerous expensive thoroughbreds and expensive cattle, some woth thousands. He has never ridden a horse his entire life all of a sudden he owns many.
    6. Band Owned Grader: CARL KENNEDY set up a sale for his uncle Edgar Bear, former useless dumb councillor, to steal and sell our grader, they got 80 thousand and they split the funds. CARL KENNEDY covered this up while he was involved, he ordered the RCMP investigation to be closed. Nothing became of this both Edgar and Carl benefitted 40 thousand dollars each, the band closed the case.
    7. Vehicles/Houses: CARL KENNEDY recently built himself 2 brand new houses probably in the 600 k range. He has numerous vehicles for his personal use sitting in his yardway. 2 cars, 3 trucks, a few quads, motorcycles, etc….
    8. Former Band Office: CARL KENNEDY ordered the former band office to be burned to the ground, he instructed a known firebug to do his dirty work. He succeeded, all records were destroyed, a forensic audit was going to be done so Carl had to destroy every bit of evidence. Everyone got away again. His STEALING was sweeped under the carpet.

    See he’s been doing this since 1997. Long time to STEAL for sure.

    There is so much more to CARL KENNEDY, same pattern as Duane Antoine, of course they are the best of friends, they strategize.

    So yes, not only should CARL KENNEDY be looked into but as well as another thief who stole money being Chief WAYNE SEMAGANIS.

    WAYNE SEMAGANIS former Chief owns 3 houses i. North Battleford all with swimming pools. He travels worldwide taking his family on extravagant vactions, takes his family shopping in LA every year taking in a Dodgers game, has around 8 vehicles (top notch rides), has an o erseas account which i tracked down a 40 thousand dollar deposit in a bank in Dubai, him and the former Onion Lake Chief Wallace Fox, a other well-known thief.

    So yes WAYNE SEMAGANIS today gets 2% of any atm transaction at the Gold Horse Casino to which is listing him to a band owned casino. Him and Randy Wallace make all the decisions.

    Everything started with RANDY WALLACE, CEO of the Battlefirds Tribal Council. A Master Thief as well.

    Any Investigation should start with RANDY WALLACE, this guy is now a billionaire, been stealing federal funds allocated for local poor Indian Bands for over 40 years.

    I tried to request an investigation but Constable Monfort, who was assigned to investigate my complaint, from the Cutknife RCMP detachment somehow sweeped it under the carpet, no word after attempting to get a hold of him numerous times

    CARL KENNEDY’S Council budget:

    84 k council salary
    84 k travel expenses (100 percent match to salary)
    60 k Other expenses

    Plus he has 3 other council accounts he set up.

    Thats 228 k $ in salary alone. Plus he gets every penny generated in Little Pine, possibly 2-3 million/year would be the right estimate.

    CARL KENNEDY, WAYNE SEMAGANIS, and Master Manipulator RANDY WALLACE all NEED INVESTIGATIVE ATTENTION!
